The guardian or other legal representative of a young person subject to compulsory education must ensure that the young person completes their compulsory education.
Compulsory education
Compulsory education now continues until the age of 18, and everyone must study after completing basic education. This is a major change because previously compulsory education ended with basic school. Now, it continues until the young person turns 18 or until they have completed upper secondary education. Upper secondary qualifications include the matriculation examination from general upper secondary school and vocational qualifications. Having a qualification makes it easier for a young person to find a job.
The joint application for post-basic education is done through Opintopolku (Studyinfo). It is intended for applicants who are finishing basic education or have already completed it but have not yet obtained a vocational qualification, completed upper secondary school, or earned a higher education degree.
Guidance and supervision of compulsory education
The responsibility for ensuring the completion of compulsory education lies with the guardian of the student, the educational institution where the student studies, and the municipality where the student resides.

Suspension of compulsory education for a fixed term or indefinitely
A student subject to compulsory education has the right to suspend the completion of compulsory education for a fixed period on the following grounds:
- Due to a long-term illness or disability that prevents the completion of compulsory education
- For the duration of maternity, paternity, or parental leave
- For a temporary stay abroad lasting at least one month, provided the student participates in equivalent education abroad or can otherwise be considered to be fulfilling their compulsory education
- For another compelling reason related to the student’s life situation that prevents the completion of compulsory education
A decision to suspend compulsory education is made only upon application by the student or their guardian. Before making the decision on grounds mentioned in points 1 or 4, it must be determined whether completing compulsory education is possible through individual choices, personalization, necessary support measures, or, in some cases, adjustments.

Through Wilma, to the principal or head of education at the institution where the student is enrolled. For students studying in an institution, it is advisable to contact the school’s guidance counselor or principal.
Through the compulsory education guidance counselor, using the “Application for Temporary Suspension of Compulsory Education” form, if the student is not enrolled in any institution. The decision to suspend compulsory education is made by the Director of Basic Education.
